
Why all business premises have to take notice of the new laws?
Fire safety law changed in October 2006 with the introduction of the Regulatory Reform (Fire Safety) Order 2005. The requirement for businesses to have fire certificates has been abolished and any previously held are no longer valid.
Instead the law now says:
• Emphasis is now on preventing fires and reducing risk • Makes it your responsibility to ensure the safety of everyone who uses your premises and in the immediate vicinity.
A bit more about the Regulatory Reform (Fire Safety) Order 2005.
In England, Scotland and Wales, rules introduced in October 2006 replaced most existing fire safety legislation.
Fire certificates are no longer required, and the emphasis is on preventing fires and reducing risk. These rules come into force in Northern Ireland in 2008.
Anyone who has some control over premises must take reasonable steps to reduce the risk from fire and make sure people can safely escape if there is a fire. The regulations apply to all non-domestic premises.
The Fire Risk assessment is the responsibility of either:• the owner or manager of a business, even if they don’t own that building and only lease or rent it! For example if they rent a unit within a shopping Mall they still have to have a fire risk assessment if they are responsible for others working for them
• the owner or managing agent of premises which are shared between a number of businesses
• individuals within a multiple-occupancy building, such as self-employed people or voluntary organisations if they control someone within the premises
The recommended way to carry out a risk assessment is to follow a step-by-step process.
• Identify the hazards
• Identify the people at risk
• Evaluate, remove and reduce the risk
• Build in evacuation plans and means of escape and Fire Detection and warning systems
• Ensurw the correct fire fighting equipment is available
• Ensurw that fire drills and fire safety training is undertaken by staff
• Record, review and revise your fire safety plans
Companies can conduct their own fire risk assessment themselves if they have the time and a staff member who is prepared to be accountable for doing it. The government has a website which advises how it can be done
